The Egyptian Drug Authority, the National Food Safety Authority and GOEIC inspectors rely on certificates of analysis to register products and release shipments. For a legalized COA, your QC or QA manager signs before a U.S. notary, and it is then authenticated by the state and Washington and legalized by the Egyptian Embassy. Egypt doesn’t accept apostilles.
Lab signature, embassy chain. The QC or QA manager signs the COA before a U.S. notary (seal on that page), followed by state, federal and Egyptian Embassy steps. For shipments, plan the timing with your importer.
Egypt checks imported products closely. Medicines and medical devices are reviewed by the Egyptian Drug Authority (EDA), food is overseen by the National Food Safety Authority (NFSA), and many consumer goods are inspected at the port by the General Organization for Export and Import Control (GOEIC). Each of them looks at the manufacturer’s certificate of analysis (COA) to confirm that a product, or a specific batch, meets its specification.
For registration, regulators usually want COAs for the batches described in the dossier, together with the finished-product specification and test methods. These COAs are often legalized, because they become part of an official file. For shipments, inspectors check that the COA belongs to the lot actually imported: the batch number, manufacturing and expiry dates and quantities should match the invoice, packing list and labels. Ask your Egyptian importer which COAs must be legalized and which can travel with the shipment unlegalized, because practices differ by product and authority.
Legalizing a document for Egypt involves the notary, the state, the U.S. Department of State and the Egyptian Embassy, which takes weeks rather than days. That is manageable for a registration file but tight for a shipment. Where Egyptian importers require a legalized COA for each consignment, start the process as soon as batch release testing is complete, and coordinate the shipping date accordingly.
A COA is a private document from the manufacturer’s quality control laboratory or an independent laboratory. The QC or QA manager signs it in person before a U.S. notary, with the notary’s seal on the same page as the signature. The notary’s state authenticates the notary, the U.S. Department of State authenticates the state, and the Egyptian Embassy, or the consulate for that state, legalizes it. Egypt does not accept apostilles.
Use laboratory letterhead, show the product name exactly as registered in Egypt, and list each test with its method, limit and result, with a clear conclusion. Typed tables are far easier for Egyptian reviewers and translators than raw instrument printouts. Where Arabic is required, a certified translation is prepared in Egypt.

IndustryWhere COAs cause delays: a lot number that doesn’t match the shipment, a product name differing from the Egyptian registration, starting legalization after the goods have shipped, a notary seal on a separate page, or an apostille instead of legalization.

No. Egypt does not accept apostilles. It is authenticated and then legalized by the Egyptian Embassy.
It depends on the product, the authority and the importer. Ask your importer before shipping.
Weeks rather than days, because several offices are involved. Plan it around your shipment.
Yes. The lot number, dates and quantities should match the invoice, packing list and labels.
Tell us your shipment or filing date. We’ll plan the legalization.
