A Divorce Certificate is issued by a state’s vital records office and confirms the date and place where a divorce was finalized.
A Divorce Decree is a court-issued document that outlines the final terms and conditions of the divorce judgment.
Both documents may be required for:

If your divorce documentation is being used outside the United States—especially in Arab League countries—it must undergo the following steps:
State-Level Certification
You must obtain a certified copy from the issuing state’s vital records office (certificate) or court (decree).
Secretary of State Authentication
The certified document must be authenticated by the state’s Secretary of State.
U.S. Department of State Authentication
We submit the authenticated document to the U.S. Department of State in Washington D.C. (approx. 9 business days).
Embassy Legalization
We then submit the document to the embassy of your destination Arab country for final legalization.
